I gave two links, because in essence they are two separate people until The Ray travels back in time. I should also note that Ray's brother and father were both in the military. His brother died fighting in the War in Iraq.
Personality: Ray Terrill was not born a Meta human, it fell into his lap, or rather his front yard quite literally. He grew up in quite a normal childhood, in a small town in Oklahoma. Ray learned early that he was interested in men, but knew better than to try and come out to his parents. The family was rocked to the core when Ray’s brother died in the Iraqi War. Ray was left as the only son to carry on the Terrill name.

Ray took the death of his brother hard, and instead of turning into a negative destructive man, Ray dedicated his life to working and helping the less fortunate. Ray is a strong believer that everyone deserves to be treated equally, no matter what the cost. Ray is a friendly guy, bonding instantly with his co-workers. He came out to them they were the three musketeers until they all were unceremoniously fired.

Ray’s life changed dramatically that night when The Ray from Earth X was mortally wounded and was transported to Ray’s earth by Vibe. The Ray and Ray Terrill are two separate people at this point in time, but their lives were about to intersect in every way possible. The Ray was a Metahuman from Earth X, a founding member of the Freedom Fighters, a group formed to fight against the Nazi regime on Earth X. The Ray was Ray Terrill’s earth one doppelganger and gave his life for the fight against the Nazi’s, but not before transferring his Meta human ability to manipulate light to Ray Terrill, who accepted it willingly.

Instead of being totally freaked out by his new found power, Ray embraced it. Ray is not the type of man to turn his back on people, nor is he the type of man to go into a situation blind. He took the time to learn about his newfound power and the man that gave it to him by helping to stop crime in his hometown. Ray was methodical and careful in his training, as to not draw too much attention to himself. When he was ready, out of the sense of duty he felt at his father and brother both serving in the military, he traveled to Earth X and took up the mantle of The Ray and joined the Freedom Fighters in their quest to defeat the axis. Ray does not make this decision lightly or quickly. He has a strong sense of duty when it comes to the people he loves. He has lost so much in his short life that he is afraid of losing more people he cares about, so he is methodical and careful in his planning to travel to Earth X

Ray is a man that wears his heart on his sleeve, which is why he makes a good partner for Leo Snart, a fellow Freedom fighter, with whom he is in a relationship. Ray is not, however, the type of man to be completely ruled by emotion, but he can be swayed by a compelling argument. He ends up in the concentration camps because he loves Leo. Loving another man is illegal on Earth X, which is why he also a discreet man. He never once lost faith that Leo would come rescue him, even in the face of evidence to the contrary. His kind and gentle nature allow him to want to help the team from Earth 1 return home, instead of destroying the only way to get there. Ray carries an optimism and a hope for peace that is the perfect counter-balance to many of his teammates. He also is understanding. He doesn’t try to stop Leo from staying on Earth 1 even if he is scared he will never see him again. Ray’s trust in the human race, is an invaluable asset to his team.

Powers and Abilities:

Solar energy radiation: Ray's powers are based on solar radiation that generates when he uses photokinesis and leaves a trail behind his movements, but quickly dissipates. Similar to Kryptonians, Ray can also absorb energy from the Sun. However, while Kryptonians are granted super strength, flight, and other abilities native to their species, Ray was granted the power of photokinesis: the power to manipulate light.

Photokinesis: Ray has the ability to manipulate light, due to absorbing energy from the Sun.

Hard light constructs: Ray can use photokinesis to create constructs of pure light, including his uniform.

Invisibility/Molecular vibration: Ray is able to vibrate his body at such frequencies that it allows his photokinetic powers to make his body invisible and intangible, which can help to evade bullets.

Lightspeed: Ray is capable of supersonic flight and is able to escape crime scenes without notice, he is also able to use his power to vibrate his molecules.

Light energy blasts: Ray is able to project bursts of light energy at his enemies, using them to cause explosions.

Flight: Ray can fly unassisted through the air, reaching great speeds, able to keep up with Barry Allen's running speed.

Obviously, I don't want to break the game, so I am aware that he can't fly home or do anything that would damage the constructs of the game.

Abilities

Public speaking: Ray is comfortable with talking in public.

Weaknesses

Power-dampening tech: When Ray was imprisoned in a Nazi concentration camp, he was forced to wear a collar that dampened his powers. In essence, he will avoid one at all costs.
